L-1311 EXECUTIVE BOARD

Michael K. Day, Sr., President

I have served on the Executive Board since 1990, filling the roles of Sergeant-at-Arms, Trustee, Recording Secretary, Vice President, and, in October 2000, was elected President.  I have been involved with the Local's Negotiations Team since 1987, and have served on numerous committees throughout my tenure on the Executive Board.  

Currently, I chair the Baltimore County Labor Coalition which collectively represents over 19,000 county employees.  I serve as Chairman of the Baltimore County Health Care Review Committee.  I am a Trustee on the Baltimore County Employees Retirement System (ERS), a solvent pension system with nearly $2 Billion in assets.  For the past seven years I have been elected to the Democratic Central Committee in the 8th Legislative District.  I am on the Executive Board of the Baltimore Port Council.

Born and raised in Baltimore County, I graduated from Perry Hall High, and hold an Associate Arts Degree from Catonsville Community College in Fire Protection Technology.  I also earned a Bachelor of Science Degree from the University of Maryland in Fire Science Management, with a minor in Labor Studies.  Since then, I have received additional training through the George Meany Center for Labor Studies, the National Fire Academy, and the National Fire Protection Administration.  Married to Marty, father of Timmy, Mikey, &  Brian; living in Perry Hall.

I have served on the Executive Board since 1989 as Trustee, Trustee Chairman, 2nd Recording Secretary, and 3rd Vice President, and currently serve as 1st Vice President.  I work in the field as a FADO at Station 1-C.

I serve as the Co-Chairman of the Safety Committee, and am the Local's Chairman of the Fund Raising Committee.  I also serve on Local 1311's Contract Negotiations Committee, the Local's Golf Committee, and the Fire Department's Equipment Specifications Committee.

I am the am the Co-Chair of the Station Directors program, and am also a member of the Victims Assistance Committee.

Stephen T. Gisriel, 2nd Vice President ... return to top

I have served on the Executive Board since 1997, first as a Trustee, then as Trustee Chairman, and currently as a Vice President.  I work in the field as a Captain at Station 55-C in Perry Hall.  I serve on the Negotiations Team as the Chief Statistician (!), as well as on Local 1311's Web Site Committee. 

I received my Bachelor of Science Degree in Psychology from Towson University in 1977, and was appointed to the Fire Department in July 1978.   I have held the positions of Fire Fighter, Emergency Medical Technician, Paramedic, Fire Lieutenant, EMS Lieutenant, EMS Captain, and now Fire Captain.  I worked on the largest capitol project in Baltimore County:  the design and implementation of the 800 MHz Communication & Data System.

My current responsibilities include the Smoke Detector program and the Victims Assistance Committee. I will also be assisting with the MDA program and I anticipate being involved in other committees and programs in the future. We will be making some minor changes in my committees in the near future. I have served on the Executive Board since 1991 as Sergeant of Arms, Trustee, Trustee Chairman, and Recording Secretary, and currently serve as the 2nd Vice President.  I work in the field as a FADO at Station 18-C.

I serve on the following committees:  *Constitution & By-Laws (Chair), *Elections, *Victims Assistance (Western Division Coordinator), *PAC Golf, *Joint Safety, *Union Safety Research & Development, *Contract Negotiations, *Promotions (which I currently Chair), *Health Care Review, and *Legislation &Politics.

I also serve as Secretary-Treasurer for the Professional Fire Fighters of Maryland.  I was elected as a member of the Maryland Democratic State Central Committee, and as District Vice President of the Maryland State & DC AFL-CIO.  In 1998 I was elected to the Baltimore County State Central  Committee in District 47-B, and sit on the State Democratic Party Labor Roundtable.

I have served on the Executive Board since January 2001 as  Recording Secretary.  I work in the field as a LT at Station 13-C.

I serve on the Local's Promotional Committee, and work on Training, Safety, Binding Arbitration, and Public Relations as well.  Currently I am working on our FITNESS programs with Lainy Dill; please don't hesitate to contact us about how we can help you improve your health, nutrition, and exercise programs.

STANLEY BENSLEY, Trustee Chair ... return to top

 I am new to the board and old to labor issues. I came from a union background and family. I have served 4 years in the Navy and 24 years in Air National Guard Where I was a member of National Association of Government Employees (NAGE) union as shop steward, Chief shop steward, and as Vice President. I am pass member of the teamsters and the AFL-CIO Metro council. I have been trained as a union employees assistance program Counselor. I have worked Annapolis lobbying for firefighter bills and on varies union committees. I have been assigned to Stations 8,15,14, and am currently at station 54-A Shift. I am here to serve you.  I have been active in the union in various committees and initiatives including the EMS committee, past member on a negotiation subcommittee, and a representative of the local at political events. I have interests in many aspects of the local and I have the experience to represent members in both Suppression and EMS related issues. I work in the field as a Captain at station 8-C.

Warren T. Moffitt, Building Manager ... return to top

I have served on the Executive Board since 1982, first as a Trustee, then 3rd Vice President, then 1st Vice President, then Secretary-Treasurer, then 1st Recording Secretary, and currently as Building Manager.  Before retiring, I worked in the field as a Fire Specialist for the  Fire Marshall's Office.  I serve on the Local's PAC Committee as Treasurer.  I am a member of the Victims Assistance Committee, and also serve on the Commendations Board.

I am the Local's Board Representative for Support Services as well as Stations 18, 19, and 56.
